Premier Submits Comments on Proposed Rule to Advance Interoperability and Data Sharing
Premier submitted comments in response to the Health Data, Technology, and Interoperability: Patient Engagement, Information Sharing, and Public Health Interoperability (HTI-2) proposed rule issued by the Office of the National Coordinator for Health Information Technology (recently renamed the Assistant Secretary for Technology Policy and Office of the National Coordinator for Health Information Technology (ASTP/ONC)). The proposed rule is intended to implement the requirements of the 21st Century Cures Act and emphasizes the continued push towards interoperability, including several key proposals to de-silo healthcare and facilitate easier sharing of data.
In its comments, Premier recommends that ASTP/ONC focus its continued efforts on the following priorities:
Equalizing information blocking penalties among all actors in the healthcare sector, to more fairly distribute the responsibility for ensuring free data sharing;
Supporting the industry’s movement to Fast Healthcare Interoperability Resources (FHIR);
Working with partner agencies across HHS to take additional steps to meaningfully advance real-time electronic prior authorization;
Creating shared accountability for ensuring healthcare data and technology are cybersecure; and
Ensuring that information blocking exemptions afforded for Trusted Exchange Framework and Common Agreement (TEFCA) participants are harmonized with interoperability provisions required by the 21st Century Cures (Cures) Act.
