Support the ONSHORE Manufacturing Act

Published 7/22/26

Recent disruptions have demonstrated the healthcare supply chain's continued reliance on foreign manufacturing and the risks that shortages of essential products pose to providers and patients. Premier has been a longstanding advocate for supply chain diversity and resiliency, partnering with manufacturers to fill gaps in production of critical products and help the nation enhance domestic and geographically diverse manufacturing of crucial medical supplies. To sustain this progress and better insulate our nation from future supply chain disruptions, however, manufacturers need recognition of the capital requirements needed to expand domestic capacity.

To help address these challenges, Senator Marsha Blackburn (R-TN) recently introduced the Our Nation's Supply Chain for Healthcare Has Over Reliance Elsewhere (ONSHORE) Manufacturing Act (S. 4994). The legislation would establish targeted tax incentives to stimulate investments in domestic manufacturing while also ensuring that domestically manufactured goods are priced competitive with globally sourced products.
