Premier Leads 37 Organizations in Supporting the ONSHORE Manufacturing Act
Published 9/22/26
Premier spearheaded a letter with 37 organizations expressing strong support for the Our Nation's Supply Chain for Healthcare Has Over Reliance Elsewhere (ONSHORE) Manufacturing Act (S. 4994), legislation introduced by Sen. Marsha Blackburn (R-TN) to strengthen domestic production of critical medical products.
In the letter, Premier and the other signatories highlight ongoing vulnerabilities in the healthcare supply chain stemming from an overreliance on foreign manufacturing and concentrated production of essential drugs and medical supplies. The organizations note that these weaknesses can contribute to shortages, supply disruptions and delays in patient care, underscoring the need for policies that strengthen domestic manufacturing capacity.
This Premier-endorsed bill would create targeted tax incentives to encourage domestic manufacturing of critical drugs, medical devices and supplies that are essential to patient care and national security. Specifically, the ONSHORE Manufacturing Act will help ensure that domestically manufactured goods are priced competitively with globally sourced products by providing:
- A 30 percent tax incentive for investments before 2031 to support the domestic manufacturing of critical medical supplies and drugs; and
- A 10.5 percent tax credit on the income generated from the sale of domestically manufactured goods.
The organizations emphasize that a more resilient healthcare supply chain is essential to ensuring providers have reliable access to the products they need when and where patients need them most.
