Statement on Biden Administration’s FY 2023 Budget Proposal to Incent Advanced Alternative Payment Models

The Administration’s budget request to incent value-based care by moving up the enhanced conversion factor update for Advanced Alternative Payment Model (APM) participants under the Medicare Quality Payment Program by one year is a step in the right direction. More is needed to incent the movement to value. Congress should extend for an additional six years the 5 percent bonus for providers who participate in an Advanced APM, as is done in the Value in Health Care Act 2021 (H.R. 4587).
